Recently, a member of theproponents conducted a short interview with Ferdinand Naniong, General Manager of MeinhardtPhilippines, Inc., an engineering, managerial, and consultancy firm situated in Makati City.Having asked the question, What is a good example of a professional? , Mr. Naniong politelyreplied: A good example of a professional is not the one who is intelligent at this or has a greatexpertise on that, but is the one who knows how to respect his boss and never goes beyondwhat the rules has set him (2012). Being an institution itself, Informatics Philippines, amultinational corporation that handles the franchise name Informatics in the Philippines sinceits establishment in 1994, has presented its own set of guidelines, regulations and rules to befollowed by the students to ensure the students that they would have a stable learningenvironment that would never hamper their approach to learning. These set of guidelines,regulations and rules were placed in the Informatics Student Handbook Higher EducationCategory (June 2009). One of Informatics Philippines' member campuses, InformaticsInternational College - Cainta Campus, has set the guidelines to its student populace to ensurethat the aforementioned statements will be followed. Although sometimes, there are alsostudents who either forget to abide by the rules or just really don't care about them. Being aninstitution that sends forth I.T. professionals that are globally competitive in the I.T. industry,Informatics Cainta is expected to conform with the standards set by its mother company. Thestudy aims to know what really are the causes of the negligence of some students who doesn'tfollow the rules, in which the effectiveness of the implementation of the rules shall come in.  SCOPE AND LIMITATION The scope and limitation of this study was set below by the proponents to ensure thatfuture researchers who might chance upon this study would know what the study encompassesabout the topic and what the study does not cover.The study was about the effectiveness of the implementation of the school guidelines,rules and regulations set by Informatics Inter  n ational College - Cainta Campus towards itsstudents. The study is limited only to the EFFECTIVENESS of the implementation, not theeffects it may cause towards the students.The study was set at Informatics International College - Cainta Campus, an institutionwhich sends I.T. professionals to the global I.T. industry. The proponents chose this placebecause it is where they study, and would be easier to conduct surveys towards the studentssince the proponents know most of the students in the campus populace.Students of Informatics International College - Cainta Campus would be the coverageaudience of the surveys which will be conducted under this study. Students may range from 1styears, 2nd years, 3rd years, and 4th years (those who might be taking their thesis classes, on-the-job trainings, or otherwise). The lecturers and administration staff of Informatics InternationalCollege - Cainta Campus, and the students, lecturers and administration staff coordinated withInformatics Professional Development Centre - Marikina Campus are not included in this study.The study was conducted so that the proponents would know how effective theimplementation of the school guidelines, regulations and rules are, if the students are totallyaware that violation of the rules set in the Student Handbook Higher Education Category (June  2009) would acquire them an offense that might result in undesirable consequences andpunishments.The study was conducted in the school year 2011 (considering the start of classes of thesaid school year is May 16, 2011), third trimester during the school months of February to April2012. The first and second trimester of school year 2011 are not included on the study.The study was conducted using surveys, interviews and comments coming from thestudents of Informatics International College - Cainta Campus. The surveys would be of optionalanonymity, in which the survey takers may request for anonymity in taking the survey.Interviews and comments would be of direct sourcing, in which the interviewees and commentgivers would be asked for their names for the sake of verification and authenticity. Theproponents used the formalist approach in the study.
